Elaboration of development plans in the municipalities of Cametá, Baiao, Mocajuba, Limoeiro Ajuru and Igarapé-Miri

The research project Metodologia para Planos Diretores dos municípios ajusante da UHE Tucuruí: Cametá, Baião, Mocajuba, Limoeiro do Ajuru e Igarapé-Miri”, coordinated by Professor José Júlio Lima in the period from 2004 to 2007, aimed at elaborating adequate development plans to five municipalities in the Amazon region, located downstream from the Tucuruí Hydroelectric Plant. The region is characterized by extensive areas of floodplain and by the presence of archipelagos that limit agricultural activities, and favor the extractivism and fishing activities. With the construction of the dam, the flooding problem was solved, however it caused reduction of fish diversity, generating socio-economic and nutritional impacts in the population profile. All municipalities show intense contrasts among the municipality headquartes  and the rural areas, and increasing rates of migration towards the city without compatible opportunities to suit such flows. For the development of the plans, it was necessary to start by a survey of physical-territorial, regional socioeconomic, municipal and local problems. This survey enabled a consistent diagnosis of the reality of different areas, such as education, health, environment, sanitation, culture, recreation and public safety. The information used to elaborate the Plano Popular de Desenvolvimento Sustentável a Jusante da UHE Tucuruí – PPDJUS, along with studies promoted by educational and research institutions and official organisms were very helpful.
